NICT is Japan’s primary government-funded cybersecurity research and training institution under the Ministry of Internal Affairs and Communications. NICTER (Network Incident analysis Center for Tactical Emergency Response) provides real-time threat observation and publishes annual threat landscape data. CYDER (Cyber Defence Exercise with Recurrence) is NICT’s simulation-based training programme for government and critical infrastructure personnel — genuinely useful content, informed by NICTER threat intelligence, but limited in throughput relative to the scale of Japan’s talent gap.
